Les manuels scolaires maintenus pour l'année scolaire 2026-2027

Les manuels scolaires en vigueur au cours des années scolaires 2024-2025 et 2025-2026 restent valables pour la rentrée 2026-2027. L'arrêté en date du 13 mars 2026 a été pris par la ministre des Enseignements Secondaire, Technique et de la Formation Professionnelle. Cette décision permet aux établissements, aux parents d'élèves et aux apprenants de conserver les mêmes ouvrages pour la nouvelle année scolaire.

Romuald Wadagni gracie le militant Julien Kansou

L'opposant du parti Les Démocrates, Julien Kandé Kansou, a été remis en liberté ce samedi 1er août 2026. Il bénéficie de la grâce présidentielle accordée par le président de la République, Romuald Wadagni, à l'occasion de la célébration du 66ᵉ anniversaire de l'indépendance du Bénin.

Julien Kandé Kansou du parti "Les Démocrates" est désormais libre de ses mouvements. Selon Bip Radio, le militant Kansou figure parmi les bénéficiaires de la grâce présidentielle ainsi que plusieurs autres détenus, notamment des condamnés de droit commun. Son ordonnance de mise en liberté a été signée ce samedi.

Julien Kandé Kansou avait écopé de deux ans d'emprisonnement ferme et une amende de 10 millions de FCFA. Placé en détention provisoire en juin 2025, il a été condamné en avril 2026 pour des faits de « harcèlement par le biais d'un système électronique » et d'« incitation à la rébellion ».

Serge Ekué appelle à faire des talents béninois le premier levier de développement

À l'occasion de la deuxième édition du Forum Diaspora Connect, tenue le vendredi 31 juillet 2026 à Cotonou, le président de la Banque Ouest Africaine de Développement (BOAD) a plaidé pour une nouvelle approche du développement fondée sur la valorisation du capital humain. Dans sa keynote intitulée « Financer les ambitions africaines : comment transformer les talents béninois en moteurs de croissance et d'impact ? », Serge Ekué a invité les Béninois, notamment ceux de la diaspora, à contribuer activement au développement du pays, sans nécessairement rentrer définitivement au pays.

Pour Serge Ekué, la véritable richesse de l'Afrique ne réside plus dans ses ressources naturelles, mais dans l'intelligence, la créativité et la capacité d'innovation de sa jeunesse. Il a souligné que plus de 60 % de la population africaine a moins de 25 ans, faisant de cette démographie un atout stratégique dans un contexte mondial marqué par une compétition accrue pour les talents.

L'ancien concept de « fuite des cerveaux » est, selon lui, dépassé. Il préfère évoquer une « circulation des talents », estimant que les Béninois installés à l'étranger peuvent contribuer quotidiennement au développement national grâce à leurs compétences, leurs réseaux, leur crédibilité et leur expertise. « La distance n'est plus une frontière, elle est devenue un réseau », a-t-il affirmé.

Le président de la BOAD a également insisté sur les conditions nécessaires pour attirer les investissements. D'après lui, le financement commence avant tout par la confiance. Des institutions solides, une gouvernance stable, des règles prévisibles et un environnement crédible constituent, selon lui, les premiers facteurs qui réduisent le coût du capital et encouragent les investisseurs.

Au-delà du financement des projets, Serge Ekué a expliqué que la mission d'une banque de développement est de créer des écosystèmes favorisant les synergies entre universités, chercheurs, entrepreneurs, investisseurs et institutions financières afin de transformer les idées en projets
viables et compétitifs.

S'adressant particulièrement aux membres de la diaspora, il les a exhortés à mettre leur réussite individuelle au service d'une ambition collective. Investir, transmettre des compétences, accompagner les jeunes entrepreneurs, ouvrir des marchés et créer des partenariats constituent les nouvelles formes du patriotisme économique. « Le patriotisme économique du XXIᵉ siècle ne consiste plus seulement à revenir au pays ; il consiste à rester connecté, engagé et à faire de sa réussite personnelle une opportunité pour les autres », a-t-il déclaré.

Serge Ekué a lancé un appel à l'engagement de tous les acteurs (État, secteur privé, universités, institutions financières et diaspora, ndlr) afin de faire du capital humain le principal moteur de la souveraineté économique du Bénin et de l'Afrique. Selon lui, le développement durable sera le fruit d'une vision collective portée par les générations actuelles, en cohérence avec la Vision Bénin 2060.

« Notre avenir dépend des décisions que nous prenons aujourd'hui, de notre capacité à croire en nous-mêmes, à investir dans notre jeunesse et à faire de notre diaspora non plus une nostalgie, ni un concept idéologique, mais une stratégie », a déclaré le président de la BOAD.

Doom or adaptation? Research findings on the complex interlinkages between climate change and human mobility and their implications for societal and political discourses

In the face of ever-new temperature records and serious natural disasters, the effects of climate change no longer appear to be just abstract visions of
the future. The fears triggered by global warming, particularly in the Global North, are strongly focused on the issues of forced displacement and migration. The fear that climate change could rob millions of people—especially in the Global South—of their homes soon, and that these people could
then set off for Europe or North America as climate refugees, is reflected in countless media reports in recent years. Furthermore, non-governmental
organizations regularly use the alarmist, if not to say doomsday, narrative of a steady increase in the number of climate refugees and the existential
threat posed by climate change to billions of people worldwide to promote their work. The scientific debate on the links between climate change and human mobility has intensified considerably over the last 15 years, and numerous research projects, some of them large-scale, have been launched on the topic of “climate migration.” This chapter wants to reflect on the findings of these research activities, also considering global migration trends. The fundamental implications for the political and (global) social handling of the nexus between climate change and human mobility will be worked out.

Das Ziel dieser Studie war es, gängige Narrative und Frames zu umwelt- und klimabedingter menschlicher Mobilität zu analysieren und einzuordnen. Frames und Narrative prägen die Wahrnehmung und Bewertung von Migration, indem sie bestimmten Akteuren spezifische Rollen und Verantwortlichkeiten zuschreiben.

Die Studie konzentriert sich innerhalb des öffentlichen Diskurses auf mediale Narrative. Dazu wurden 95 Artikel deutschsprachiger Leitmedien aus dem Zeitraum von August 2020 bis August 2024 untersucht. Die Auswertung erfolgte mittels qualitativer Inhaltsanalyse unter Verwendung der Kodierungssoftware MaxQDA. Dabei kam ein deduktiv-induktives Kodierungssystem zum Einsatz, um die Ergebnisse systematisch zu erfassen und miteinander zu vergleichen. Die deduktive Kodierung basierte auf einem Diskursanalyseschema, das zentrale Aspekte diagnostischer, prognostischer und motivationaler Framings berücksichtigt.

Im Rahmen der Diskursanalyse konnten drei prägende Narrative identifiziert werden, die die mediale Berichterstattung über umweltbedingte Mobilität maßgeblich beeinflussen: (a) Der dominante humanitär-wissenschaftliche Diskurs: das Leid des Südens und die Verantwortung des Nordens, (b) Der marginale Abwehrdiskurs: „Das Boot ist voll“ und „Klimaflüchtlinge gibt es eigentlich nicht“ und (c) Der aufkommende Diskurs zu Klimaflucht im Globalen Norden: differenziert und individualisiert.

Diese Studie ist Teil des UBA-Forschungsvorhabens „Politik am Nexus Umwelt, Entwicklung und Migration kohärent gestalten“ und trägt zur besseren Einordnung sowie zum tieferen Verständnis des öffentlichen Diskurses über diesen Nexus und seine gesellschaftliche Bedeutung bei.

Was ist klimabedingte Vertreibung? Trends, Ansätze und Herausforderungen

Die Auswirkungen des Klimawandels auf Flucht und Migration sind nicht mehr nur eine abstrakte Zukunftsvision. Die zunehmende Häufigkeit und Intensität von Extremereignissen wie Wirbelstürmen oder Dürren sowie immer neuer Temperaturrekorde auf der ganzen Welt haben einen maßgeblichen Einfluss auf Umsiedlungspläne, Binnenvertreibung und in geringerem Maße auf grenzüberschreitende Vertreibung. Die Ängste, die durch die globale Erwärmung ausgelöst werden, sind – insbesondere im Globalen Norden – auch eng mit den Themen Vertreibung und Migration verbunden. Die Befürchtung, dass der Klimawandel schon bald zig Millionen Menschen, gerade im Globalen Süden, ihrer Heimat berauben und sie dann als Flüchtlinge nach Europa treiben könnte, spiegelt sich in unzähligen Medienberichten der letzten Jahre wider. Immer wieder befeuerten umstrittene Prognosen zum Ausmaß der erwarteten »Klimaflucht« die mediale Aufmerksamkeit […]. Der Beitrag beginnt mit einem globalen Profil der klimabedingten Vertreibung auf der Basis aktueller Daten. Anschließend wird der wissenschaftliche Diskurs über den Zusammenhang zwischen Klima und Vertreibung dargestellt. Im dritten Teil des Beitrags werden die rechtlichen und politischen Rahmenbedingungen analysiert, in denen Vertreibung im Kontext des Klimawandels grundsätzlich berücksichtigt und adressiert wird.
